The vision of Knowledge City cannot be achieved by simply adopting few new policies or introducing certain incentives. It has to involve a change in city’s business culture and in the way professionals and business persons perceive Islamabad. This cultural change needs to manifest in the mindset of the policy makers, city planners, businessmen, intellectuals and ordinary citizens. The vision of Knowledge City needs to be ingrained in the social fabric of the city.
Changing a culture is not easy. It involves strong leadership communicating the vision and incorporating it in every discourse and action. A key component would be involvement of relevant communities and leveraging their influence, platform and networks to achieve the relevant professional cultural change. It is an evolutionary process and the only way to achieve it is through persistent leadership and effort.
The strategic plan will focus on working with all relevant - thought leaders, communities, social entrepreneurs, media, NGOs and other activists - and make a sustained effort to induce a knowledge thinking in every aspect of city’s life. Only a conducive and knowledge-friendly professional and business culture can provide the necessary platform to build a strong knowledge economy.
